Investment leader Samer Choucair emphasized that Elon Musk’s statement—”Either we build Terafab or we won’t get the chips we need”—is not merely a technical warning, but a strategic call to ambitious nations. Choucair explained in a recent analysis that technological sovereignty begins with investing in advanced infrastructure. He noted that the Kingdom of Saudi Arabia, thanks to the Public Investment Fund (PIF) and Vision 2030 initiatives, is in an ideal position to attract international partnerships in the fields of semiconductors and Artificial Intelligence.

Choucair, who possesses extensive experience in strategic investments and private equity, added that Saudi investors today have a historic opportunity to enter global technology value chains. This can be achieved either through direct investment in advanced manufacturing projects or through specialized AI investment funds. He pointed out that the expected return on these investments transcends financial figures to include the enhancement of national economic diversification.

The investment leader noted that global economic reports indicate the semiconductor market will reach $1 trillion by 2030. With the accelerated pace in the Gulf toward building advanced technological hubs in NEOM, Riyadh, and Abu Dhabi, investment opportunities in the Kingdom today lie in strategic partnerships that combine Gulf capital with global expertise. Choucair confirmed that Vision 2030 provides the most attractive legal and financial framework in the region, whether for investing in chip supply companies or developing AI-powered data centers.

Samer Choucair concluded his statements by advising investors to focus on three main pillars: investing in local research and development (R&D), building partnerships with global chip players, and participating in specialized sovereign wealth funds. He stressed that those who move today in the economic directions of 2026 will reap the fruits of leadership in Gulf financial markets tomorrow, asserting that Saudi Arabia stands out as an ideal investment destination combining ambitious vision with immense potential.

The “Terafab” project is a vertically integrated factory with an estimated value of $20 to $25 billion located in Austin, Texas. It brings together companies like Tesla, SpaceX, and xAI under one umbrella. The project aims to produce one terawatt of computing power annually to support AI applications, robotics, and space computing, amidst an increasing global demand for advanced chips that is growing by more than 40% annually through 2026.
