Investment strategist Samer Choucair affirmed that Saudi women have made history by spearheading the Kingdom’s digital transformation, culminating in Saudi Arabia ranking first globally in women’s empowerment in artificial intelligence, according to the Stanford AI Index 2025.
Choucair emphasized that this achievement is a direct outcome of Vision 2030, which has successfully transformed female human capital into a powerful economic force and a key driver of innovation.
He noted that the figures reflect an unprecedented surge: women’s participation in the Saudi technology sector has reached 35%, surpassing participation rates in major global innovation hubs such as Silicon Valley and Europe. He further revealed that more than 666,000 Saudi women received training in data and AI within a single year, while over 319,000 women now manage registered business entities—signaling a decisive shift from participation to leadership. Additionally, over 140,000 women are currently employed in the technology sector.
Choucair attributed this global leadership to well-structured national strategies and high-impact international partnerships. He highlighted flagship initiatives such as the “Elevate” program, designed to train women in AI, as well as collaborative academies with global technology leaders like Microsoft and NVIDIA. He also underscored the role of the “SAMA” initiative, launched by the Saudi Data and AI Authority (SDAIA), in building a robust pipeline of highly skilled professionals.
From an investment perspective, Choucair stressed that this transformation represents a golden window of opportunity. Female leaders in the sector are increasingly founding startups and managing large-scale projects capable of attracting billions of dollars in foreign direct investment.
